What function does the Z axis perform in a road resupply point? If it is the direction the ground object(s) will face upon spawning, please provide a summary of what values can be used and their corresponding directions, ie. 0=North, 90=East, etc.

Gee, I don't know!
For aircraft supply points, the Z value gives the default minimum spawn altitude in metres. So on the eastern edge of Kuban, for example, you need 4000 m to avoid the mountains!
For ground units ... (reading source code) ... it seems as if all units are given a northward facing. But it should be easy to use the SupplyPoint Z value as a bearing in a future release.
