Planes not being added to mission file

Does anyone know why planes that were planned in the MP would not be generated in DCS. They are all at a specific resupply point and are always plotted as AI only. I'm not doing the planning but I can't see how that could be the problem. I checked the reserves and they are set to 1000000. Other than this problem the campaign produces no errors.

HSFX was checked and no errors are being reported during mission build. I'm dealing with novice planners but I don't see how they could screw it up. I check to make sure they have planned all their flights and the MP reports the missing flights had been planned. I'm going to look and see if their is something hinky with that airstart.
