I noticed that the object cost table values are changed very much in new db version.
I would like to know the used criteria in order to re-calibrate factory production points and pilot KIA penalty.

We have shifted to the Advanced Squad Leader costs data, as compiled by Warg. These are approximately comparable across years, but they don't really take rarity of types into account. Some of the rarity data is in the Object_Rarity table (which is not used by SEOW yet) - this table can help you design scenarios.
Of course, you may edit the Costs values to suit your scenario.
