Stalingrad main district maps nad MP Lock

There was a blind spot between D, E, F and G, H, I districts so i've updated main district maps (A, B, C, D, E, F, G, H and I) so they have a bit better coverage and they overlap a bit better.
if you find it useful it can be added to the next release.

Also i'd suggest that instead locking uot access to MP completely, make it ReadOnly.
I do that directly in the DB but would be great to just have a button to push
