I'm working on some navigation training material for campaigns flown on Pacific Theater maps where there is little/no land references. I'm trying to determine the actual speed capabilities of ships and the limitations based on ships that have lower speeds when grouped as a task force.
Was wondering if you can explain how to properly read the speed settings that are described in the object tables?

The best thing to do is look at the Number_Name field for each ship type. This is the ship maximum speed in metres per second. To convert it to km/h multiply the Number_Name by 3.6. The Speed value you list in your post is expressed in metres per hour, so Speed = Number_Name*3.6*1000 .
In SEOW internal code, I think Number_Name is used for waypoint calculations. All ships have Object_Class starting with "S".
