When initializing a campaign for the Hawai map

I get the following DCS Alert:

What do I need to do?

Hi Emil,

SEOW only allows 99 ships per side in a sector. Have you exceeded this limit? If this isn't the problem, please send me your template immediately.

the strange thing is that the SEDCS wont accept the template from the template download site.
