meta-SEOW is now released

The meta-SEOW feature is now released as part of the standard SEOW software system, included in the SEOW v7.2 release files.

We are using the system at SEOW HQ right now, generating maps in the Murmansk, Donbass and Slovakia sectors and running Iron Front operations.
