If I choose to set bridge repair to be only by Engineers, how do I create Engineers to go fix it? , I then take it they have to be placed in close proximity.
I dont see them as a standard vehicle etc.

Hi:
Engineers have to be in the first template if you want to produce them (like all the diferent units). I don't know all the units that have the Engineers atribute, but, for example, both armies Staff Car Column work like engineers. My memory doesn't go further.
To repair the bridge, engineers must be close to it. And the more engineers around the bridge, the faster it will be repaired.

An Engineer is any vehicle with object class "VEN". By default, the following objects are engineers:
Object_Type
Bulldozer_US
GermanyCarsColumnC
JapanCarsColumnB
RussiaCarsColumnC
USACarsColumnC
but you can change other vehicles (not tanks) to VEN class by editing Object_Specifications. E.g. you could change ZIS5_PC from VTR class to VEN class.
