Airbases are automatically "controlled", i.e. SEOW determines control for airbases for free. Airbases can be captured etc. Same for industrial installations. Template builders don't have to add extra objects for that. The starting control alignment (Axis/Allied) will be allocated based on the proximity of units in the template.

Control Points allow you to specify any other piece of ground on the map as controllable, e.g. a strategic hill, or a bridge, or a road junction, or a village, etc. Just put a racing pole (as described above) anywhere on the template. On template load, SEOW will establish a control point at that location with the appropriate alignment.
