Question Re : Modification of SEOW Campaign Maps

I hope I am not reviving old questions , but I would like a little specificity regarding what can be done with maps that are already digitized for SEOW.
1) What changes can be made without compromising functional playability?
2) Is there a step by step tutorial somewhere as to how one could alter an SEOW campaign map without starting from scratch.
I am thinking of such modifications as :
a. Removing rail blockages ( or are these due to issues with the original maps?
b. Changing , adding or deleting factories and/or rail stations and/or fuel storage , so that on re-use , the same areas are not key strategically to every campaign on the same map.
c. Making an area a factory area - not just the uniform 3-stacker
d. Making other structures/areas/installations valuable towards victory by assigning victory point values for an area or installation, or relating morale either nearby (what range?) or universally in the case of a supreme commander who is captured or killed , or a key building/area which is captured or destroyed.
My intent here is to provide a re-use of maps that are already initialized for SEOW , so that several campaigns over the same map can be entirely different experiences.
