In our campaign we have found out that during the first mission, one team took from one squadron of 4 units, 2 of them for fly the mission.

Once the mission finalize they land safely and when they look for plan the next mission, from the same wing they try to take the other 2 planes but now the 4 planes are now on 1 hour refuel and rearming.

What's wrong? It is some feature in the DCS that makes this happen?
We have use the SEOW before and we never had this problem becuase we use to make two planes for example keep running as CAP.

It has always been this way in SEOW and there are no plans to change it, it means too much bookkeeping. If your commanders want smaller flights, then they can send their flights to a Withdraw point, which dissolves the flight into the Reinforcements list. Then they can commission new understrength flights (e.g. 2 planes each) as they see fit.
