Hi Emil,
I hope to add this documentation to the Wiki shortly - these things take time.
Territorial Control Tab
1. Forward Supply Point creation is a new feature requested by =69.GIAP=PETR to support the current Bagration campaign. Essentially Petr wanted commanders to be able to create their own Road supply points near HQ units so that capturing territory would not necessarily cause increased length of supply lines. Enabling this option means that any HQ unit that has at least 50% supply and 80% strength can create a supply point nearby. Click on Logistics::Organization, select the HQ unit and click on the desired location. This only works for road supply points. These new supply points may be disabled from giving access to Off Map Reserves using the second checkbox. Forward Supply Points will be removed from the Supply_Points table by the "Flush Database" command.
2. Lock Dissolve function is a new feature requested by II/JG3K.Brandle for preventing commanders from dissolving their destroyed units (Logistics::Organization tool in MP). When you dissolve your destroyed units, you free up their platoon/flight/flotilla names for re-use with reinforcements. In some scenarios this logistical ability was limited, hence the need for this feature.
Production/Statistics Tab
1. Lock Allied/Axis Production Orders is a new feature that may be useful to campaign designers who wish to set factory production types and then not allow commanders to change them! Often commanders will choose to build the BEST tanks, planes etc, thereby altering historical balance of materiel as the campaign proceeds. With this feature admins can set their own production orders, and then lock them down. Unlocking and re-locking is possible at any time.
