I like the movement scenario but did want to ask a question:

....Kubelwagons are inherently 2 wheel drive vehicles, does this mean they are assigned to ground movement #4? If that is the case I would petition that they be assigned to movement group #2 as they were similarly effective as jeeps in their manouvering capabilities.

Scannon´s got point there.

I had a closer read on the jeep in Pat Ware, Military jeep: 1940 onwards (Willys MB, Ford GPW, and Hotchkiss M201): enthusiasts' manual, Sparkford: Haynes, 2010. ISBN 978-1-84425-933-5..
In the book there is a comparison the jeep and the Kübelwagen.

Both perform apparently equal on and off road(which is mainly due to the light weight of the Kübel).

This we accept this this would the Willys Jeep makes 58.5km/h on-road 30km/h off-road, while the VW82 Kübelwagen makes 53km/h on-road 28km/h off-road.
This would be "fair" and wouldn´t cause too much incoherence with the speed of the drivable versions.

What do you think?

My 2 cents, doesn't seem to be a really big problem, so whatever seems most appropriate seems the way to go.
