I want to change relative positions of task force so it eg runs east west instead of its current north south alignment. This will be for setting up barrage of the island.

I've found 'Command/Control: Rapid arrangement of units' in the wiki, but right click on the MP isnt giving me the option to change location.

So is this due to either the capital ships not having CC , or separation of ships being greater than the control radius (0.08km), or more likely I have no idea what I'm doing.

Probably a mixture of all three!

I probably need to think over the CC settings - we are testing this campaign precisely to find these kinds of issues.

If all else fails we can dissolve the TF and move all ships individually into a new arrangement, and then re-build the TF.

Yes, dissolve TF and take it from there. But this could increase the workload and the chance of ship collision.

It's a command decision.

Thanks Shades. Collision should be avoided as long as the waypoint paths do not cross I imagine.
