the Dedicated Server Controller would allow the scheduling of certain commands; among those ones there is the launch command.
See the "Scheduling" section in the document by rnzoli:

we could set:
- the time on which the server wil load the mission (i.e. 21:00)
- the minimum briefing time that must completely elapse (i.e. 30 mins; it means anyone can join during this time and the mission cannot be launched)
- the extended briefing time (i.e. 5 mins; it means that mission can be manually launched at any time if all are ready, and when the time as been elapsed the mission is force-launched; no more connection is allowed and al players must be ready in to the 2 mins of countdown; any not ready players will be kicked once the countdown has ended)

I inserted the event.
Before 21:00 you can check by typing DSC SCHEDULE -> ALL
Mission should be loaded at 21:00
Briefing time will end at 21:30
Extended briefing is 5 minutes and mission will be force launched at 21:35 if not launched before between 21:30 and 21:35.
