Off Map reserves

In agreement with Ikey both sides have received 7 million litres in off map supply.

This should more than cover shipping needs and still allow for on map supply production to be valued targets.

How planners spread the allocation of supply to warships, tankers, carriers etc is their decision and must accept the risks that come with it.

We'll see how this all goes in a campaign environment. If it was too liitle or too much we can reflect on later for future reference.
